Conduent Will Lay Off 113 Newark Employees in January as It Sells Its Tolling Business

Conduent plans to lay off 113 employees in Newark effective Jan. 21, 2027, as part of the $70 million sale of its tolling business to Quarterhill, according to a state labor filing reported by NJBIZ — though workers who support the business have received job offers from the buyer.

Conduent plans to lay off 113 employees in Newark as part of the $70 million sale of its tolling business to Quarterhill Inc., a Canadian transportation technology company, NJBIZ reported on Oct. 30. In a filing with the New Jersey Department of Labor & Workforce Development, the Florham Park-based company said the cuts will take effect Jan. 21, 2027, and will affect a unit that provides technology-led and automated business process services for local, state and federal government agencies.

The company told NJBIZ that employees supporting the tolling business received employment offers from Quarterhill, and that certain roles that do not transfer with the business are being eliminated. Conduent said eligible employees will receive separation benefits under its policies, according to NJBIZ. The tolling unit provides electronic toll collection, payment processing, vehicle identification and enforcement technology in the United States and the United Kingdom, and supports more than 14 million transactions a day, according to the company.

The sale, which also gives Conduent a 7 percent equity stake in Quarterhill, is expected to close before the end of 2026. It follows Conduent's sale of its public transit business to Modaxo for $164 million, which closed Oct. 1, and is part of a broader restructuring in which the company is targeting at least $100 million in annual savings by the first half of 2027, NJBIZ reported. Conduent, launched in 2017 as a spin-off from Xerox, had about 48,000 employees across two dozen countries as of June.
